WHO WE ARE?

The Laboratory of Public Policy and Internet (LAPIN) is a pioneering think tank based in the Brazilian capital of Brasilia, bringing together researchers, lawyers, engineers and representatives from the public and private sectors to understand and support the development of public policies focused on the regulation of digital technologies. Established as an extension project linked to the University of Brasilia (UnB), our work is, on the one hand, to investigate, analyze and understand the impacts of the Internet and new technologies on society and law, and on the other, to propose, inform and execute alongside public decision-makers, supporting them technically in demands that involve digital themes, such as privacy, data protection, freedom of expression and respect for human rights on the Internet

WHAT WE DO?

LAPIN works on several fronts, including the development of researches, reports, policy documents, and articles, as well as promoting debates, courses and discussions opened to the community. In addition, the project's Advocacy Centre works with the Brazilian Parliament, submitting technical notes and advices to congressmen. as well as participating in public hearings. LAPIN also assists judicial courts, such as the Federal Supreme Court, on the discussion of case law regarding technology issues, usually participating in the debates as amicus curiae. Finally, we organize events, such as workshops and webinars, to bring discussions on technology regulation to the wider public.

  2. Assist decision-makers in making informed, qualified and appropriate judgments on digital issues, aligning them with the best practices, while considering the Brazilian socioeconomic reality;

  3. Raise the quality of the public debate in Brazil on digital themes, by producing accessible content of social and political impact;

  4. Provide technical and scientific expertise by forming partnerships with institutions from the Government, Private Sector, Civil Society, and Academic Community.

OUR story

In early 2016, a group of students from the Law School of the University of Brasília (UnB) met informally to discuss and study topics related to internet regulation. Under the supervision and support of Prof. Thiago Luís Sombra, this group decided to contribute directly to the ADPF 403 trial, which discussed the blockage of WhatsApp in Brazil. The Laboratory of Public Policy and Internet (LAPIN) was then created, and in partnership with IBIDEM (Beta Institute for Democracy and the Internet), was accepted as an amicus curiae in that legal dispute. From then on, the group grew, became institutionalized and started several working fronts.

Today, under the coordination of Prof. Ana Farranha, the group has more than 60 members, from first semester students to doctoral students, lawyers, engineers, and public employees.

Since its creation, LAPIN has chosen not to confine itself within university boundaries, but to actively contribute to Brazilian society in upholding the group's values ​​and building a free, equal and democratic digital environment in Brazil. Our role is to return to society the knowledge built in the academy itself. Our calling is to implement applied research and practical action, based on scientific methods, focusing on benefiting society as a whole.
